I'm not a lawyer but I pretend to be one in bars. Two things you can consider.
-Send a collection agency after your customer (the person who charged back). Ultimately, you could even take legal action against him.
-Sue Paypal (not like you would be the first one).
Paypal is right to say that not much can be done if your customer's credit card company just charged back. But Paypal does mention that you only need a tracking number which means they should bite the bullet on it.
I don't know how much the transaction was for but it's something to keep in mind.
