Best all around option is to turn DCC OFF completely, and only turn it on when requested to by some one you know.

Ohh and if your interested in hosting your own irc server you can do so easily on linux or windows with unrealircd. the linux version has more features and is alot more secure. I am in the process of setting my own up. learning linux is the hard part not irc.
