the quality of education is probably better, but going downwards these days.

One of the unique features of dutch eduction is 'streaming' in highschool years, which means students are preselected for college or university by the age of 12 (when they enter highschool). The lowest level (~60%) prepares for mainly manual labour or jobs like secretaries. The more advanced level prepares for something comparable to college (~20%). Only the top level students (~20% devided over athenaeum and gymnasium) can attend university. Exchange between levels is possible and happens.
