Download the papers and start filling them out. It took me and my wife 3 months to compile all of the information they ask for.
In the mean time stall them by applying for an extension of her current status and if it gets turned down, appeal it with an Attorney.
Just a warning, I have been told be Canadian Immigration that if I were to get an Attorney to represent me I would be immediatly declined, my visitor status would be revoked and I would be deported immediatly. However in my case they have done some illegal things and would be in deep shit if I got an attorney, if you simply use an attorney to file an appeal you should be ok.
And get your MP's attention and demand help. The MP in Kingston helped us out a lot, but beware, they WILL NOT stand up for you. They will help you all you need in private but if it goes public or you need them to pull strings usually they will tell you no.
In the end a very carefully used attorney is all you have, but DO NOT get an immigration attorney. Get someone who is well respected in family law or something because most immigration llawyers are just out to fuck you and they usually do nto knwo anything about immigration law. (in Canada. "immigration attorney" is an oximoron.)

As for an attorney/lawyer - it won't affect chances either positively or negatively, that is clearly stated within their documentation, but if they get one, at least they can communicate with someone who presumably understands the law and all the loopholes that are available to Canadian citizens, or wannabe citizens.
No need to cause more problems by getting racist tho, is there? I mean, Canada is a multicultural society and so bringing in another person from the Ukraine shouldn't be a problem, right? Not, hell let's get rid of the Chinese, they're taking over everything...
Spot check, the Chinese people are ubiquitous to ANY nation, they also have huge armies and could totally quash us if they decided to call upon their mass population to do so... just be thankful that the Chinese people are generally good folks who just want to be left alone like the rest of us....
