If this is actually a serious question.
1. Faster to go through window.
2. You could kink hose trying to get it to bend down under car.
3. You could lift and cause even more car damage if its bent down under the car and the water is then turned on.
4. The driver of the car can not get in their car and try to drive away possibly running over the hose or messing with it.
As for why they did not go over the car, well same reasoning plus paint is more expensive than glass.
