That was my first thought when I saw the thread title. Burton is way underrated because the Guess Who never hit the same plateau as some other rock bands. Burton Cummings can seriously belt out a tune, just listen to "Undun".
Anyway, I don't think there is one rock vocalist who is/was the best of them all but any decent list has to include Freddie Mercury and Burton Cummings.
