This is NOT "my solution". I am NOT in favor of this. I do NOT claim it will be 100% effective.
What I am saying is that it is very likely that this will be implemented by western governments. I am also saying that it will be very effective, even if not 100%.
90% is more than enough to sound good to most voters (as it beats 0%), and therefore politicians will really like this. Politicians do not care that "parents should take responsibility". They care about their family-oriented image.
