Ofcourse, parents should take responsibility. Unfortunately, many don't... they expect others to watch out for their children. Worse, most western governments agree with those parents and stupid people.
I am NOT talking about whether this *should* happen or not. I am talking about whether this *will* happen or not. Therefore, arguments why it *shouldn't* happen are irrelevant.
