What Germany did is extremely effective for adult *sites* based in Germany. A similar system for *ISPs* would probably shield Germans under 18 from adult content entirely. Now, imagine a system like that being implemented in other countries.

i see what your saying here.. Again equally implausable as the world doesn't all agree to any laws.
