I finally got mine to work without the reinstall.
I shut down ICQ by clicking 'Main'...and then shut down, then tried to open it again. I have mine set up to use a password to open it. I then, instead of typing my password, I clicked 'Settings', I clicked auto configure... and a console popped saying ICQ found a server... then I just clicked ok. Then I typed my password and voila it works.
This is not to say I found a cure... but it worked for me.
Give this a try.

what I did was simply.. shut down ICQ... and reconnect.. and got my list back...
