I agree with The Truth Hurts... I think. Both sides are weak, and neither wants to take a chance of getting questions that don't have canned responses. I'm sure even town hall questions will be screened.
However, Bush is definitely an extreme case here. Remember when a reporter asked a question, and instead of answering, he said, "Uhh... I don't think we agreed to that question," or something along those lines... and he didn't answer it. It was a valid question, but he won't do press conferences unless he knows the questions in advance and his advisors can prepare answers.
