The ban really does mean shit. Well, for gunowners who had "assault rifles" before the ban, well they made some good money. The cost of a pre-ban weapon today is considerably more than a post-ban "assault rifle."
The main thing the assault weapons ban did was this - prevent the "assault rifle" from having a magazine that holds more than 10 rounds and have a collapsible stock. There are more details to this, but they really aren't relevant.
Either way, you can still buy an "assault rifle" today if you dont mind spending $1000+ on the gun. These guns are referred to as "pre-ban."
The assault weapons ban was another one of those laws which really doesn't do a whole lot either way. Its enough to piss off gun owners, but at the same time it made some of them a lot of money.
