Juicy: try this first.
Close ICQ.
Start --> All Programs --> ICQ --> "ICQ Database Converter"
Let it run. If there is anything wrong with your ICQ database, it will repair it.
If it's not a database problem, have you installed or changed anything that acts like a firewall? Maybe this port has been closed, in which case a new ICQ number won't help.
