Think about a natural progression for a site with just enough operating capital.. They'd be a partnership model, they'd keep members area updates designed to keep current members.. They'd have upsells, but not overpowering so as to kill off members.. Once they became very very good at it, they might offer a pay per signup model due to their confidence in being able to hold members and afford it.

So I guess look for a PPS model with a sponsor who started and evolved organically.

Pps works WITHOUT SHAVING if your members areas retain. I refuse to shave signups to pay for pps, that's why it took 5 years to get pps online after we found the right formula for retention.
