To my knowledge they do not do that. The above mentioned article confirms this. A recent thread on another board discussing PayPal's exhibit at the recent Vegas convention confirmed the same ...
Since they recently experienced a $6 million loss due to fraud, that would also obviously confirm that they don't scrub (Reported by CNET, by the way.)
If you want to use them go ahead. I'm just pointing out the risks ... which obviously prompted Teen Angel to post this thread in the first place.
And incidents like Teen Angel's have been reported for over a year now ...

Obviously everybody wants cheaper processing with someone else subsidizing the chargeback costs and everything else ...
