Isn't that whole 'texas miracle' thing wrapped up with performance-based remuneration? Instead of being honest about their drop-out rates (over 50% in many places) they just get creative about their status and magically slash the dropout rates to 2%.
For what it's worth, financial incentives have certainly increased thinking in schools... well, thinking about how to fake good stats so they can cash in.
