Using airplanes as weapons was thought to be too Tom Clancy back in the that time, no one considered hijackers would do such a thing as hijackers in the past would just land the plane in Beriut and ask for their imprisoned comrades to be released, not fly them into buildings.
The greater Washington D.C. area wasn't like it is today, there weren't cameras all over the place as there is today, and its unlikely its going to be like downtown London where you can't even pick your nose without three cameras watching you.
