If you have a "human rights commission" in some cases you can bring charges of racial discrimination there.
We have a human rights commission here in Fort Worth and they handle all kinds of cases.
They are handled through a mediator it is a civil court not criminal but can be very effective.
Also here you can be charged with a "terroristic threat" when threatening violence against another person.
If you think the person is actually going to try and do something you can apply for a restraining order.
