Clinton went in front of the Congress and lied. He wasn't on trial for getting a blowjob, but more for lying to Congress.
So Bush just decided to go to war and that was it? Is it possible that again the House and Senate had SOMETHING to do with that? Didn't Senator Kerry vote FOR the war?
