If the live in helps her out to much she gets depressed ... but she understands she is blind and that we live in a fucked up world she trys her best to win over the cashier or whatever it is she is doing so they rip her off

Why not use her ATM card? Does her area have EFTPOS?
That way there's no change issue, she could still be overcharged but that won't put money directly in the cashier's pocket.
