Question about WHOIS Information

I know that it's illegal to provide false contact information in the WHOIS documentation when you run a website. I've recently reported a site with false information to its registrar saying that it will take a total of 70 some days until the domain becomes available to the open market again. I've been told that once the report was filed, the registrar sends the owner of the site an email saying you have to put real information in or your domain will be forfeited. In this case, the owner even put in a fake email address so he or she will never even get the warning email.

My question to all of you is do you know how long the average registrar waits before sending the unresponsive domain to the authorities (ICANN)? Also, after that is done, does the domain still work like normal until the day of termination? Or does it get revoked right away?
