Can you please clarify your requirements?

If the line is uncapped and non-throttled, how can it be for only 10mbps?
Do you want to be able to burst to 100 Mbps and be billed based on monthly average or 95 percentile which you expect to be around 10 Mbps?

How can you use "every ounce" of bandwidth if the line is NOT capped, meaning the possible bandwidth that you can use is much greater than 10 Mbps?
