Sounds like they should have banned the parents who put kids too young in them AND didn't have a safety gate at their stairs.
I didn't use one for my son because we had carpeting throughout the house and the wheels are notorious for getting stuck in carpet and the walker falls over, but my brother and SIL have all hardwood floors on their main floor and they've used one w/ no problems.
