I think the point is what is being said not where. See, I think it's OK to say fag as well as long as the context is the same as my "nigga" usage. If it is used to mean wimp or pushover then it is OK..."come on man, do it, don't be a fag" is fine. It has no overtones of insult to homosexuals. it has come to have a dual meaning over time.
In my nigga statement, it is drawing on our socially acceptable dual usage as a slang term for buddy. "Get your own sandwich, buddy" and "get your own sandwich, nigga" should be the same thing.
Maybe I'm way off here...maybe it's a NY thing. I blame Dave Chapelle!
