Agreed. But let's distinguish "solve" rate from conviction rate. Ironically, criminal litigation has become less effective at obtaining convictions, just as forensic technology has become more effective at providing evidence for conviction (or acquital, for that matter). The strange truth is that physical evidence has less importance in the criminal court room today than 30 years ago.
