Its designed to encourage repeat payments. Each payment just requires one click, so although you might only charge 10 cents for a picture, the surfer will quickly click on 20 pictures, giving you $2.

Our top payment amount is $2. As you can see from this we are intending to complement, not to replace, direct credit card spending.
So it isn't a replacement for visa, its adapting visa and other traditional payment methods so they work for small, repeat web purchases, rather than just for buying washing machines.
