It depends what you want done
Outsourcing can work, but going with the cheapest guy isn't always the answer....you also have to be very specific what you want....even when I was designing full time, I had clients who had no fucking clue what they wanted...some kid in India or the Philippines is going to have an even more difficult time...
too often people only want the cheapest guy and forget that sometimes spending a little more money can improve things quite a bit...
