The whole thing can be boiled down to moderation. As with anything else. You can gear up with all the latest state-of-the-art hardware you want, but if you think you're gonna fly across Nebraska or something at 130 mph, you're gonna get nailed.
Best thing is to pick a comfortable speed. If the limit is 65, set the cruise control for 75 or 80 max, and stay sharp. If the rest of the traffic flow is moving at 80, then keep up. The main thing enforcement wants to see is a smooth flow. They don't want to see the main stream doing 65 and you doing 35 or 105. Moderation.
Around the Bay Area here, the limit on the freeway is 55. People cruise 80. No one gets busted, because that's what the flow is demanding. But if you try to slice through at 120... they'll get ya.
