You should look for three types of 4-letter domains:
1) Words (dictionary) - value would depend on the "commercial" aspects of the word or on its brandability. "Porn" is a good word - go get it
2) Potentially brandable words - these will make no sense but would at least sound like something. E.g. Sedo.com. They could be worth a penny - the issue is how do you find the one person who'd pay top dollar to own exactly this stupid word
3) Abbreviation - NYPD is a poor example but some organizations and even companies may have a 4-letter combination that you could sell to them if they don't have it already. Recently, PRD.com sold for ~5K because the abbreviation corresponded to several organizations.
