You raise a good point. However, your point is limited to very big mainstream corporate sites who's design is part of a larger ad/brand management campaign. This incorporates a wide interdisciplinary approach (focus groups, targetted psychological profiling, consumer behavior indexing, etc etc) aggregated into one comprehensive marketing campaign. This involves a huge amount of statistically verified testing. Taken as a whole, these campaigns cost hundreds of thousands of dollars if not millions.
This situation is light years removed from charging an arm and a leg for a site who's conversion potential, branding capabilities, and campaign scalability are anyone's guess.
Sometimes being cheap at first is a good policy to take considering that you will be investing more later IF the test pans out.
