If you have a picture that is lets say 500 pixels by 400 pixels, and is at a resolution of 72 dpi, and you reduce that to let's say 200 x 150 ... no program in the world is going to keep that puppy looking as clear as the original ...
The more DOTS PER INCH of picture, the higher the RESOLUTION is ... the clearer and crisper your pic is going to be ...
A bandaid solution is to increase the size of that picture slightly, keeping the height and width constained (maybe go 700 x 560), and the click OK (leaving the resolution alone at 72 dpi for now) ...
Now go back into the image properties, and change the resolution to 200 dpi (gererally 150 dpi is plenty for any web image, but we will go 200 since the resolution was so poor to begin with ...)this is inadvertantly going to leave you with an image of 1944 x 1556 pixels, but before you close the properties box, you can reduce that image back to the original 500 x 400.
Now you have an image that is the same size, but a better resolution, you can crop it and shrink it with much less loss of quality.
This is only a bandaid solution, and will not give you the desired results with ALL pictures, but it should make 75% of the LO RES pictures you are using more workable.
