The retarded womans parents were worried about her getting pregnant before it happened so they looked into their options and found out its illegal to have a retarded person get a hysterectomy or vasectomy even if you are the legal guardian.
So its a little crazy that the social security admin requires these people to have a legal guardian and financial representative but they are allowed to have kids.
