the city does that on purpose.. to increase wear and tear ... causing you to purchase more repairs..tires .. or fuel..
as for ROI
all of the above can perform well. You will have to test a bit at a time .. Overall SE traffic ( targeted keyword) along with a site that ACTUALLY has the content that they say they do will give you the best ROI.
Traffic trades were the way to go when mailing was strong, but its much harder to get good mail out.
