Reagan often expressed disappointment over the votes of his appointees, so they're not presidential puppets.
It's a minor point, since it was a Republican president all the same, but Thomas was actually appointed by George HW Bush (Bush 1), not Reagan.

Your point about Supreme Court justices is well-taken though; they often show more of an independent/objective streak than the pres. who appointed them would like. It's not quite as simple as "appointed by conservative - will vote conservative" or vice versa.
