His purple hearts...and other medals the Navy awarded him with... are veted at several different levels within the chain of command. The decision was made at the higher levels that the recommendations for the medals were valid...thus he was awarded the medals. What any single individual...or group of individuals offer as their opinion about the decisions made by the Navy is far above their pay grades...and should be of no import to anyone.
