You buy a lottery ticket on 12/17/01 with the winning numbers from 12/11/01. You alter the ticket to appear that it is from 12/11/01.
Depending what state you are in this is not very hard to do - as the code numbers at the bottom of the ticket are all that are really checked - you could cut out the numbers and they could still tell what is the winner.
However, you are not trying to fool the state, just the "mark". You leave the drugstore and approach some guy that looks like he has a few hundred bucks on him.
"Excuse me sir, I have the winning lottery ticket from last week, but they won't let me cash it (without id, Social Security Number, whatever)."
"You see - my visa expired two months ago, and I just wanted to spend Christmas with my family before returning home."
"The ticket is worth $600, but I will sell it to you for $400 if you use your name and info."
Mark:"Well I would need to know the ticket is a real winner."
Con man shows him the ticket and the mark goes in and looks up the winning number for that day. It helps if there is an ATM machine there.
He comes out gives the guy $400 for the ticket - expecting a $200 profit, but the codes will come back - this ticket is not a winner.
You have to have the right attitude - very paranoid and not wanting to go back into the drugstore.
