Basically theyre trying to say that doing something over the Internet is the same as doing it in your hometown. Its an odd concept and one thats not been fully explored legally. If an online casino is in Dublin, is it illegal to access it from CA if gambling is illegal there? I dont think this will go through because the accepted (at least as far as I know and *I AM NOT A LAWYER*) is that such a test does not stand up. If, however, the casino is based in CA, there IS an issue as the business being conducted is relevant to the state laws at hand. *shrug* .02
