What else would you consider entering into a contract with a sponsor and agreeing upon (sponsor's TOS) a set amount to get paid for each join sent and then only being credited for a percentage of those joins rather than all of them? That is fraud my friend and last time I checked fraud is illegal. I'm not sure what structure the payment processors are set up under but if they are set up like a banking system then you could potentially get nailed for banking fraud as well if you're tampering with the accounting the payment processors are providing you. There are all kinds of corporate laws concerning proper bookkeeping and accounting practices and i'm pretty positive that shaving would violate one or several of those practices. So, if you think shaving isn't illegal I would consult an attorney before putting the practice in motion if you're willing to risk some affiliate with deep pockets nailing you to the wall with a hefty lawsuit.
