Sponsor sales reps: what it your company doing about 2257 and free content?

I've heard a lot of speculation about whether sponsors will be giving free content after the regulations requiring secondary producers to obtain and keep record of the 2257 docs on that model go into effect (assuming that they do).
Does anyone have any solid answers from their company?
I personally think it's a huge threat to the model's safety, but with that said, how is providing 2257 docs to affiliates taking any more of a risk to the model's safety than content companies are taking by providing docs to any asshole with a credit card? I understand that as the law is written, it is required or free content has to stop...I'm not trying to knock anyone for complying with the law.....I'm just wondering what the difference is. I highly doubt content people have a mechanism to ensure their clients are legitimatel rather than stalkers with VISAs, any more than sponsors have one to ensure their affiliates are legit.
