Just so I understand this straight...
Person A buys product from Person B. Person B supplies product which is bought from Person C. Person C is a scam and supplies bad product to Person B. Person B does or doesn't realize this and supplies product to Person A. Person A doesn't receive product previously advertised by Person B. Person A requests refund from Person B, Person B agrees to refund but doesn't feel it's quite justified because Person C ripped off Person B.
Is this more or less correct?
