This does sound bad. I'm getting a bad vibe about her just reading about it.
I'm sure she has some mental problems.
If I was in your shoes, I would likely contact the local authorities and explain the situation, and that she is harrasing(-sp?) you.
Either that or try to confront her face to face and lay down the law.
Breaking lease isn't too good, so unless you fear your life, don't do it.
I wouldn't recommend killing her.
