These are not the same. At the point of sales, a sales rep is a good idea. These reps are not point of sales people. The number of times I have signed up because of a rep is very small. I ask other webmasters who is good and I sign under them. I fi have a question I ask them as they are suing the program and they will make soemthing on me so why not answer me?
The rest I agree. They need staff and contest and increased payouts etc are a good idea.
I have been around long enough to know wehn a program is hitting it hard and when one is dead in the water. Anyone with traffic knows this stuff too. Reps pickup the bottom 20% of the webmasters that you probably don't want anyways.
