YES..OnMouseover links as described by ACS, ARE allowed by the sponsor I linked to..I just read it in their linking codes section, & they actually encourage it..
As to the question of weather they shave or not..I don't think so..I have not been monitoring my OUTGOING clicks..I really don't know..
