Uhm, not sure how upto date your technical knowledge is, but using a proxy, your IP can be any range in the world (almost).
ie. if my IP is 66.199.155.100 I could use a proxy and become 200.80.90.55 if I feel like it.
In other words, you have no clue what you're talking about. Find another way into this thread
