If you have the whole $70K budget, I'd suggest a good digital video camera and shoot more for the web than video cassette...while shooting the video product, set up still shoots for the girls during "down times" and it probably wouldn't hurt to see about becoming a content distributor, though that is getting almost as crowded as the home video market, so you'll need a hook...
it probably wouldn't even hurt to hire a good luighting technician to light your sets or take a course at your local community college and learn the importance of lighting, sets, etc. of course depending upon your level of experience, your local resources and what your ultimate goal is. You should have a pretty solid game plan in place before even spending that first dollar...
