Ok.... That really depends on what features are available from your gateway provider.

Assuming your using your own merchant account... a good gateway provider will let you customize your fraud scrubbing. For instance, you could specify that you'd like to accept an AVS:Y, but decline an AVS:U. These specifications can be made for CVV2 codes as well.

Another good fraud scrubbing technique is making your customer specify their bank's name, and if it's not right -- decline their transaction Again... a good gateway will offer this as an option and allow you to choose whether or not you want to use it.

If you don't have your own merchant account, and are using a 3rd party billing service's merchant account... you really won't have any control over the fraud scrubbing... and, as KimmyKim said, you'll be paying a higher per transaction fee.
