Not true, you can make throws that brake arms in Judo, actually brazilian Jujitsu is more related to Judo than real japanese jujitsu.
The guy who brought it to Brazil and tought it to the Gracies was a student of Kano, the man who established Kodokan Judo, so what he tought to Carlos Gracie was actually Judo (still considered Jujitsu at the time)
Judo can be very effective, specially when you get to higher levels and get a grasp of your weight center, I can for example stand my ground against a guy that is 40 kg. heavier than me, of course it is true though that fighting a guy that is bigger and has the same skill level is not a fair fight
