No it doesn't require any approval. When a webmaster signs up, he can advertise immediately.
Darkness has an IQ of 30 so he must have thought that automated email he got when he signed up was our "approval".
He also responded to all of our automated idle emails too thinking it was a real person. He's obviously not too bright.
