Again let me make this clear. We credit all of our per click buyers on all fraud traffic when the account is frozen. This doesn't apply to house and commision based buyers because it's simply not possible and there's no need for it.
And no it's not a lame excuse to keep an account open but frozen due to an investigation. Keeping the account open is very important because most of these halfwits refer more cheaters which makes our life easier. It also allows us to gather more information about them and their operation.
Besides most cheaters aren't child pornographers or rapists. Most of them are hitbot cheaters. We leave their account open too, despite the fact that their traffic is completely worthless and just hogs up server resources. Why? Because they provide valuable information.
Okay, I gave away enough trade secrets for today. Don't tell me how to run my business. This stuff is none of your business anyway.
