Hell yeah that should take all the traffic they can and make all the money they can from cheating webmasters.
That's called reducing shrinkage. Shrinkage is a little thing that honest consumers/webmasters have to make up the difference for by higher prices at retail stores or lower payouts by sponsors.
Who do you think pays these cheating webmasters checks?? The sponsor?? Get real, no business is in business to lose money, the consumer or webmaster in this case foots the bill.
